Water Heater Keeps Turning On and Off? Short-Cycling Causes and Fix Costs
A water heater is supposed to fire up, bring the tank back to temperature, and shut off for a stretch — often 20 minutes to over an hour between cycles depending on usage. When it instead clicks on and off every few minutes around the clock, whether or not anyone is running hot water, that is short-cycling. It is not just an annoyance: it wears out expensive components faster and quietly inflates the utility bill. Here is what typically causes it and what California homeowners can expect to pay to fix it.
What short-cycling actually is
Every water heater cycles by design — the thermostat lets the tank cool a few degrees, then triggers the burner or heating element to bring it back up. That is normal and, on its own, not a problem. Short-cycling is when that on/off rhythm compresses dramatically: the unit reheats and shuts off again within minutes, sometimes audibly, well before the tank should have lost enough heat to need it. The underlying issue in nearly every case is a mismatch between the actual water temperature in the tank and what the control system believes it is reading.
The most common causes
- Sediment buildup on the tank bottom or heating element. That layer insulates the thermostat's sensing area from the bulk of the water above it. The sensor reads a false temperature, the burner shuts off prematurely, and because the water above the sediment never actually reached the set point, it cools back down and triggers another cycle almost immediately. - A faulty or miscalibrated thermostat. When the thermostat itself drifts or fails, it can call for heat far more often than the water temperature justifies, cycling the burner or element on a much tighter loop than normal. - A failing thermocouple or flame sensor on gas units. A weak thermocouple can cause the gas valve to cut the burner off intermittently even though the pilot is lit and the water is not yet hot, producing a rapid on-off pattern that looks like short-cycling but is really a safety shutoff misfiring. - A tank that is undersized for demand. If the tank is too small for the household, it can appear to short-cycle simply because it is reheating constantly to keep up with near-continuous draws. Every extra ignition or element start-up consumes energy, and the pattern is inefficient by nature: reheating a tank from a partial temperature drop repeatedly is less efficient than one longer, complete heating cycle. The link between hard-water mineral buildup and water heater performance is well documented. A 2013 study by researchers S.H. Widder and M.C. Baechler at Pacific Northwest National Laboratory (PNNL), prepared for the U.S. Department of Energy, tested how scale accumulation affects electric storage, gas storage, and gas tankless water heaters over simulated multi-year buildup. The study found that gas storage water heater efficiency declined measurably as scale accumulated on and around the burner and flue passages, while electric units showed less efficiency loss but faced a higher risk of element failure once buildup insulated the element from the surrounding water — precisely the mechanism that drives short-cycling (study on Google Scholar). What to do if your water heater is short-cycling right now
- Note the pattern: how many minutes between cycles, and whether it happens even when no hot water is being used anywhere in the house.
- Check the water heater's age. Units past 8-10 years with no flushing history are the most likely to be sediment-related.
- Do not repeatedly reset a gas unit's control valve or ignore a burning smell — treat those as a signal to call a professional promptly rather than a DIY project.
