Water Heater Pressure Relief Valve Replacement Cost in California: Why It Drips, and Why You Should Never Cap It
A few drops of water pooling under the water heater, traced to a small brass valve with a pipe hanging off the side, sends most homeowners straight to the hardware store for a cap or a wrench to tighten it shut. That instinct is understandable and it's the wrong move: the part that's dripping is the temperature-and-pressure (T&P) relief valve, the single safety device standing between a normal water heater and a tank that can rupture or, in rare worst cases, explode. The good news is that a dripping T&P valve is almost always a cheap, fast fix once you know what's actually causing it. Here's what replacement costs in California, why the valve drips, and why plugging it is never the answer.
What the valve actually does
Every residential water heater, tank or tankless, has a T&P relief valve mounted on the top or upper side of the tank, usually with a discharge pipe running down toward the floor or an exterior wall. It's a dual-trigger safety device: it opens automatically if internal pressure exceeds roughly 150 psi or if water temperature exceeds about 210°F, venting water (and steam, if it's a heat event) before the tank itself fails. What replacement costs
A straightforward T&P valve swap — same size, threaded fitting, easy access — typically runs $150–$450 installed in California, toward the lower end in the Central Valley and higher in the Bay Area, consistent with regional labor spreads covered in our plumbing labor cost guide. The part itself is inexpensive, often under $30; most of the bill is the service call and the ten to twenty minutes of labor. Costs climb toward the top of that range, or past it, when:
- The valve is corroded or mineral-fused to the tank fitting and won't back out cleanly — common on heaters past 8–10 years old, especially in hard-water regions.
- The discharge pipe also needs replacing because it's the wrong material, undersized, or was never run to within a few inches of the floor as code requires.
- It's bundled with other water heater service — flushing, an expansion tank, or diagnosing why it failed in the first place — which is common, since a plumber rarely charges a second trip fee to fix the underlying cause on the same visit. Why it's dripping in the first place
A T&P valve doesn't fail for no reason — it's either doing exactly what it's designed to do, or it's worn out. The usual causes, roughly in order of frequency:
- Thermal expansion with nowhere to go. In a closed plumbing system (one with a backflow preventer or pressure regulator at the meter), heated water expands and has no path back into the street main. Without an expansion tank to absorb that expansion, pressure spikes each time the heater fires, and the T&P valve vents the excess — repeatedly, by design. - Excess street or house pressure. If static pressure runs above 80 psi — not unusual in hilly California service areas — the valve is doing its job more often than it should. - Sediment fouling the seat. Mineral buildup inside the tank can migrate into the valve and keep it from seating fully closed after it opens, leaving a slow, steady weep instead of an occasional drip. Regular tank flushing reduces how often this happens.
- The valve is simply old. Manufacturers and most plumbers recommend testing a T&P valve annually and replacing it roughly every 5 years regardless of symptoms, since the internal spring and seal degrade with age and heat cycling whether or not it's ever visibly leaked.
Never cap it, plug it, or wire the lever down
Every one of the fixes above is inexpensive compared to what happens if the valve is disabled instead of repaired. A forensic engineering review of hot water heater and boiler relief valve failures by John Certuse, P.E., published in the Journal of the National Academy of Forensic Engineers (2012), examined residential and commercial incidents where safety relief valves had failed, been fouled by scale, or been improperly serviced, and found neglected T&P valves and undersized expansion protection as recurring factors in pressure vessel failures serious enough to warrant forensic investigation (study on Google Scholar). A capped valve removes the one component designed to fail safely; the tank becomes the pressure vessel that fails instead, and tank failures are far more violent and far more expensive than a wet spot on the garage floor.
Testing it yourself, safely
You can check that a T&P valve still functions without any tools: with the water heater at normal operating temperature, lift the small test lever on top of the valve for a second or two and let it snap back. Water should discharge forcefully through the pipe, then stop cleanly. If nothing comes out, if it dribbles weakly, or if it keeps running after you release the lever, the valve needs replacement — don't force the lever repeatedly trying to get it to reseat, and don't attempt to disassemble or rebuild the valve itself.
