Swamp Cooler (Evaporative Cooler) Plumbing Costs in California
In the Central Valley, the Inland Empire, and the desert, a swamp cooler is often the cheapest way to survive a 105-degree afternoon — a fraction of the electricity draw of central air, because it cools by evaporating water instead of running a compressor. That water has to get to the unit and be managed once it's there, and that's the part that's plumbing, not HVAC. A leaking float valve, a dripping supply line through the roof, or scale-clogged pads are the calls that bring a plumber out to a cooler, and they're common enough in swamp-cooler country that it's worth knowing the typical costs before the tech shows up.
New water line installation
A swamp cooler needs a dedicated 1/4-inch supply line — usually copper or reinforced poly tubing — running from a nearby cold water source to the unit's float-valve assembly, plus a saddle valve or proper tee at the source.
- Roof-mounted unit, line run through attic or exterior wall: $200–$600. The most common setup on single-story Central Valley homes; cost depends on how far the nearest accessible cold line is from the roof penetration.
- Window or side-of-house unit: $150–$400. Shorter, simpler run, often tapping an exterior hose bib line or a nearby interior wall.
- New whole-house evaporative install (line plus ductwork, done by an HVAC contractor with a plumber sub for the water line): $1,500–$3,800 on top of the unit itself, which typically runs $350–$1,900.
Whatever the run, code wants a proper backflow-conscious connection at the source — not a garden-hose splice — and a shutoff valve you can reach without climbing on the roof, so the water can be killed in October without another ladder trip.
The float valve: the single most common service call
Inside the cooler's water pan, a float valve — mechanically nearly identical to the one in a toilet tank — opens to let water in and closes once the pan reaches the right level. It's small, it's submerged in mineral-laden water all season, and it's the part that fails most often.
- Stuck-open float valve (overflowing pan, water running out the sides or off the roof): $50–$150 for a straightforward valve replacement — often described by techs as costing about the same to repair as to simply swap.
- Stuck-closed float valve (bone-dry pads, unit blowing warm air): usually the same $50–$150 range, sometimes bundled with a broader service visit if you're already having the pads and pump checked.
- Full seasonal service call (float valve check, pad inspection, pump test, bleed-off adjustment): $60–$250 depending on the market and whether parts are needed.
Overflow is the version that causes actual water damage — a stuck-open valve dumping water off a roof edge for days can rot fascia boards, stain stucco, or, worse, find its way along a roof penetration into the attic. If a cooler is visibly overflowing, that's a same-day fix, not a wait-for-the-weekend one.
Hard water, scale, and the bleed-off line
This is where a swamp cooler's plumbing quietly overlaps with the rest of the house. Much of the Central Valley and Inland Empire runs moderately hard to very hard water (see our hard water in California guide for regional numbers), and a cooler concentrates those minerals by design: water evaporates out of the pad, but the dissolved calcium and magnesium stay behind and keep building up in the recirculating pan water. Left unmanaged, that concentrated water crusts the pads, clogs the pump screen, and cakes the pan with scale — the same chemistry that scales a water heater, just faster, because a cooler evaporates continuously all summer.
The standard fix is a bleed-off (or "purge") line: a small continuous or timed discharge that drains a portion of the mineral-concentrated pan water and replaces it with fresh, less-concentrated water. It's a deliberately "wasteful" design that trades a modest amount of extra water use for pads and pumps that don't scale solid by August. Installing or adjusting a bleed-off line during a service call typically adds $40–$120 to the visit; retrofitting one onto an older cooler that never had one runs closer to $100–$250.
Researchers at UC Davis's Western Cooling Efficiency Center, in a study published in Energy and Buildings and widely cited in the arid-climate cooling literature, measured the actual water-use efficiency of evaporative cooling technologies compared to compressor-based air conditioning — quantifying just how much water direct evaporative coolers consume per unit of cooling delivered relative to the alternatives (Pistochini and Modera, "Water-use efficiency for alternative cooling technologies in arid climates," 2011; study on Google Scholar). Their broader point — that evaporative systems trade water for electricity in a way that's genuinely favorable in dry climates like most of inland California, but is not water-free — is exactly why the bleed-off setting matters: skipping it doesn't just shorten pad life, it wastes the water the system is already using without buying you anything back.
End-of-season shutdown and winterization
A cooler left full of water into a cold snap is a freeze risk in the same way any exposed line is, and California's inland valleys and mountain-adjacent areas do get hard freezes most winters (see our frozen pipe prevention guide for the mechanics of why a frozen line splits). Shutting a cooler down properly is mostly DIY — turn off the water supply valve, drain the pan via its drain plug, and cover the unit — but a plumber-assisted shutdown, useful if the supply valve is hard to reach or you want the line properly isolated for winter, runs $75–$200. Skipping it is a common cause of a burst 1/4-inch line discovered only when the cooler is turned back on the following May, at which point the fix is the same $150–$600 line replacement as a new install, plus whatever water damage happened in between.
What decides the total bill
- Roof accessibility. A roof-mounted unit on a steep or tile roof adds trip-charge and safety-related labor time that a ground-level side unit doesn't.
- Age and condition of the existing line. Original 1/4-inch poly tubing from a decades-old install is often brittle and cracking at the fittings — a tech called for a float valve may recommend replacing the whole line rather than patching it.
- Whether the job is bundled. Combining a float valve swap, pad replacement, and bleed-off adjustment into one visit is cheaper than three separate service calls.
