Most homeowners think about their water heater's thermostat in terms of comfort and the utility bill, not bacteria. But the temperature you set it to is also the single biggest factor in whether Legionella — the bacteria behind Legionnaires' disease — can establish itself in your tank and plumbing. It is a real, if uncommon, risk in residential hot water systems, and the fix is simple once you understand the tradeoff involved.

Why water heaters are a natural home for Legionella

Legionella bacteria are common in low concentrations in most water supplies. They only become a problem when they find conditions to multiply: stagnant water, biofilm on tank walls and pipe interiors, and — critically — a comfortable temperature range. A water heater that sits in the "warm but not hot" zone for hours between uses is close to ideal habitat, especially in a large tank, a low-use guest bathroom, or a recirculating loop that keeps the whole system at a moderate temperature around the clock.

The temperature range that actually matters

A 2024 study led by researchers at Virginia Tech and Purdue University, published in ACS ES&T Water (Roman et al.), analyzed hot water systems in detail and found that Legionella growth peaks around 99–108°F (37–42°C), with a broader high-risk window from roughly 100–117°F (38–47°C). The bacteria essentially cannot persist above about 140°F (60°C). The same research found that tank configuration matters too: at a moderate setting of 118°F, a standard storage tank held far more water in the high-risk zone than an on-demand tankless unit does, while a recirculating system heated to around 151°F kept its entire loop above the safe threshold. In plain terms: a tank thermostat set at 120°F — a very common "energy-saving" setting — sits right at the edge of that risk range, and a tank that has drifted cooler, or that includes a long stretch of lukewarm dead-leg pipe, sits squarely inside it.

The scald-safety conflict

Here is the catch: 140°F tap water can cause a serious scald burn in seconds, which is exactly why many plumbers, pediatric safety groups, and utility rebate programs push homeowners toward 120°F in the first place. Running the tank hotter for bacterial control while sending 140°F water straight to a shower or a kid's bath is not a real solution.

The standard professional fix is a thermostatic mixing valve (sometimes called a tempering valve): the tank itself is kept at 140°F or higher, hot enough to stay outside the growth range, and the valve blends in cold water right at the outlet so what actually reaches your fixtures is a safe ~120°F. Installed by a licensed plumber, a mixing valve typically runs $150-$400 including labor, and it is a routine addition during a water heater installation or replacement.
