Does Your California Home Have Lead Pipes? Testing, the New EPA Rule & Replacement Cost
Lead pipes have been back in the news since the EPA finalized a sweeping new rule in late 2024 requiring water systems nationwide to find and replace every lead service line they own within a decade. If you own an older California home, it's a reasonable moment to ask: does any of this apply to me? The honest answer is nuanced — California largely dodged the lead service line problem that plagues cities like Chicago and Flint, but a different, more common lead source shows up in a lot of older California houses, and it's worth knowing the difference.
Does California actually have a lead pipe problem?
A true lead service line — the pipe connecting the water main under the street to your house — is the highest-risk scenario, because water sits in direct contact with lead metal every time the line goes unused for a few hours. A 2016 national survey of water utilities by Cornwell, Brown and Via, published in Journal AWWA, estimated the lead service line count across the country utility by utility, and found the problem heavily concentrated in older Midwest and Northeast cities with water systems built in the late 1800s and early 1900s — long before most of California's cities existed at their current scale. That doesn't mean zero California utilities have any lead service lines — a handful of older systems, mostly in dense pre-1930s neighborhoods of cities like San Francisco, Oakland and Los Angeles, still do — but the count is small relative to the rest of the country.
The more common California issue is different: lead solder used to join copper pipe, and older brass fittings and fixtures that contain some lead in their alloy. Beginning January 1, 1986, California Health and Safety Code section 116875 (formerly section 4010.5) banned the use of lead pipe and lead solder in the construction of any private or public potable water system in the state. Anything built or replumbed after that date should be lead-free by law. Anything built before it — a large share of the state's housing stock, especially in cities like San Francisco and Oakland with a lot of pre-1950s construction — may still have lead-soldered joints on otherwise sound copper pipe, or older brass valves and fixtures with trace lead content.
What the new EPA rule actually requires
On October 8, 2024, the EPA finalized the Lead and Copper Rule Improvements (LCRI), which requires roughly 67,000 public water systems nationwide to complete a full inventory of their service line materials and then replace every lead and "lead status unknown" line they own within 10 years, with a narrow deferred-timeline exception for the small number of systems with unusually high lead line counts. The rule also lowers the lead action level that triggers utility corrective action and requires stronger public notification when a lead line is found or replaced. In practice, that means your local water utility — not just a handful of Rust Belt cities — is now required to know and publish what its service lines are made of, including the portion on your side of the meter where records exist. Most California utilities have already posted a public service line inventory or map as part of complying with this rule; check your provider's website or annual water quality report for it.
How to find out if your home is affected
- Check your utility's published service line inventory. Nearly every California water provider now has one online, searchable by address, that classifies your service line as lead, galvanized, non-lead, or unknown.
- Know your home's build date. A home built or fully replumbed after 1986 should have no lead pipe or solder anywhere in the system by law. Homes built earlier are the ones worth a closer look, particularly if the plumbing hasn't been touched since.
- Do a simple visual and magnet check on the exposed pipe entering your home, usually near the water meter or where it comes through the foundation. Lead pipe is dull gray, soft enough to scratch with a key to reveal shiny metal underneath, and is not magnetic — copper is reddish-brown and also non-magnetic, while galvanized steel is magnetic and often rusted at the surface. If you're not confident telling them apart, a plumber can identify it in minutes during any other visit.
- Look at solder joints on copper pipe in an unfinished basement, crawl space, or garage. Older lead solder is dull gray and slightly bulged at the joint; modern lead-free solder is silvery and neater. This is easy to misjudge from a photo — when in doubt, ask your plumber to check it alongside other work rather than guessing.
Should you test your actual tap water?
Visual inspection tells you what's possible, not what's actually in your water — the only way to know that for certain is a water test. A widely cited 2012 review by Virginia Tech researchers Simoni Triantafyllidou and Marc Edwards, published in Critical Reviews in Environmental Science and Technology, examined the relationship between lead in tap water and lead in blood across the U.S. population and concluded that drinking water is a more significant contributor to overall lead exposure than had historically been assumed, particularly for infants whose formula is mixed with tap water. Mail-in test kits from a certified lab typically run $20-$50 and are the most reliable option for a homeowner; your water utility may also offer free or discounted testing kits, especially if your address falls in an "unknown" service line category on their inventory. Until you have results, running the cold tap for 30-60 seconds before drinking or cooking — especially first thing in the morning, when water has sat in the pipe overnight — and never using hot tap water for infant formula or cooking are reasonable no-cost precautions.
What it costs to fix
The right fix depends entirely on what's actually found:
- A few lead-soldered joints on an otherwise sound copper system can sometimes be cut out and replaced individually, typically $150-$500 per joint depending on access, though a plumber may recommend addressing the whole affected section at once rather than chasing joints one at a time.
- A true lead service line on your side of the meter needs full replacement, not a partial fix — partial lead line replacement is now discouraged industry-wide because disturbing part of a lead line can temporarily spike lead levels in the remaining section. Cost runs similarly to any other main water line replacement, typically several thousand dollars depending on length and access, though many utilities now offer subsidized or fully-funded replacement for the portion they're required to address under the new EPA rule — ask yours directly.

Filtration as an interim step
If a test comes back positive and full replacement isn't immediate, a filter certified to NSF/ANSI 53 specifically for lead reduction — either a certified pitcher, an under-sink unit, or a point-of-use faucet filter — is an effective, inexpensive interim measure while you plan the permanent fix. Not every filter marketed for "better tasting water" is certified for lead; check the box or the manufacturer's NSF listing specifically.
