How to Read Your California Water Quality Report (Consumer Confidence Report)
Once a year, every California household on a public water system is entitled to a document most people never open: the Consumer Confidence Report, or CCR. It is a legal requirement, not a marketing brochure — your utility has to publish it, and by law it has to be made available by July 1, covering water quality data collected the previous calendar year. If you've ever gotten a postcard, bill insert, or email with a link to a "water quality report" and set it aside, this is what's actually in there, and how to make sense of it in a few minutes.
What a CCR actually is
The CCR is a Safe Drinking Water Act requirement enforced through the State Water Resources Control Board's Division of Drinking Water. It applies to public water systems — the utility or district that bills you for tap water — not to private wells. For everyone else, the report is built from the water testing your utility is already required to do throughout the year. It lists your water source (a reservoir, a groundwater well field, an imported supply, or a blend), every regulated substance that was actually detected, how much of it was found, and whether any result exceeded a legal limit. Utilities must certify to the state that the report went out by October 1, so if you never received one, your provider's website almost always has the current and past few years posted — searching "[your utility name] consumer confidence report" usually finds it directly.
The columns that matter
Most CCRs use a table with the same handful of columns, and they're the part people find confusing:
- MCL (Maximum Contaminant Level): the legal limit — the highest concentration of that substance allowed in drinking water. If a detected level is above the MCL, that's a violation, and the report is required to say so in plain terms, including what the utility is doing about it.
- MCLG (Maximum Contaminant Level Goal): a non-enforceable target, set at the level where there is no known or expected health risk, including a margin of safety. For some substances (like lead) the MCLG is zero, even though a small, tightly regulated amount is unavoidable in real water systems — that's normal and doesn't mean the water is unsafe.
- Level detected / range: what was actually measured, usually shown as an average and a range across multiple samples during the year.
- Units: almost always ppm (parts per million) or ppb (parts per billion) — ppb is a thousand times smaller than ppm, which matters when comparing numbers across substances or against the guides linked below.
The practical rule: a detected level below the MCL means the substance was found but within the legal limit — normal and expected for things like natural minerals or trace disinfection byproducts. A level at or above the MCL is what should get your attention, and the utility is required to explain what it's doing to fix it.
Why the report is worth a second look, even if it reads badly
CCRs have a reputation for being dense, and the reputation is earned. A 2015 study by Roy, Phetxumphou, Dietrich, Estabrooks, You and Davy, published in the Journal of Water and Health, ran a Flesch-Kincaid readability analysis on a nationally representative sample of 30 U.S. consumer confidence reports and found they were written at an 11th-to-14th-grade reading level — well above the 6th-to-7th-grade level recommended for public health materials, and roughly on par with a law review journal (study on Google Scholar). The EPA finalized updated CCR rules in May 2024 partly to push utilities toward plainer language and better accessibility, but plenty of reports still read like a regulatory filing. That's exactly why it's worth translating once: the underlying data is genuinely useful, the presentation just isn't built for a quick read.
What to actually do with what you find
Once you've found your MCL comparisons, a few results are worth acting on rather than filing away:
- Hardness (listed in grains per gallon or mg/L as calcium carbonate) isn't a health limit but affects your plumbing. - Lead is a special case: because lead usually comes from your own service line, solder or fixtures rather than the water source itself, a clean-looking CCR result doesn't rule out a household-level problem. What the CCR won't tell you
The report reflects what's true at the utility's treatment plant and distribution system on average — it can't see what happens between the water main and your kitchen faucet. Old galvanized pipe, a corroded water heater anode, or lead solder on a decades-old copper joint inside your own house can all change what actually comes out of your tap, for better or worse, without showing up anywhere in a utility-wide report.
