California's 47-Gallon Indoor Water Standard: What It Means for Your Water Bill
If your water bill has crept up in the last year or two and you can't point to anything you're doing differently, part of the answer may be sitting in state regulation rather than your own habits. Since January 1, 2025, California's official indoor residential water-use standard has been 47 gallons per person per day — down from 55 — and it's scheduled to drop again, to 42 gallons, on January 1, 2030. Here's what that standard actually is, why it isn't a law against your household specifically, and how it still ends up on your bill.
The standard doesn't regulate you — it regulates your water supplier
Two 2018 laws, Senate Bill 606 and Assembly Bill 1668, told California's roughly 400 urban retail water suppliers — utilities and water districts serving about 36 million residents — to hit a water budget for their whole service area, not to police individual households. A follow-up bill in 2022 (SB 1157) locked in the specific numbers: an indoor standard of 55 gallons per capita per day through 2024, 47 GPCD from 2025 through 2029, and 42 GPCD from 2030 on. There's no ticket, fine or shutoff tied to any one home crossing 47 gallons on a given day. The target is aggregate, and it's the supplier's job to hit it.
What suppliers actually do with that mandate is where it becomes your problem. Some lean on public outreach and rebates. Many — especially in Southern California and the Inland Empire — use budget-based tiered rates: your bill calculates an individual water "budget" from your household size (an indoor allowance, historically built around a per-person daily figure) plus an outdoor allowance based on your lot size and local climate. Use less than your budget and you pay the lowest tier rate. Go over it and the water above the line is billed at a second, third, sometimes fourth tier — priced meaningfully higher, sometimes several times the base rate for the last gallons used. As suppliers work the 47-GPCD standard into these formulas over the next few years, indoor budgets calculated for a household your size are, on average, getting tighter.
These rate structures just survived a court challenge
Budget-based tiered rates aren't hypothetical or new, but their legal footing was tested directly in 2025. In Dreher v. City of Los Angeles Department of Water and Power, decided by the California Court of Appeal on December 8, 2025, ratepayers argued that LADWP's tiered structure for single-family homes violated Proposition 218, the constitutional rule that a public agency's rates can't exceed the actual cost of providing service to that customer. The court sided with LADWP on the tiered-rate structure itself — agencies don't have to justify each tier breakpoint with a line-item cost study, and they can lean on peak pumping and storage costs to support higher rates in the upper tiers. (The court did order LADWP to strip a separate low-income subsidy charge out of non-subsidized customers' bills — a narrower, distinct issue.) The upshot for the rest of the state: the legal tool that turns a statewide GPCD target into a household-level financial incentive isn't going anywhere.
Where the "extra" gallons actually come from
Indoors, three things drain a household's budget faster than day-to-day use ever does: a running toilet, an undetected slow leak, and old, pre-efficiency fixtures. A toilet with a worn flapper can waste over a hundred gallons a day silently — often more than an entire person's daily indoor budget under the new standard — and it shows up on the bill as "high usage" long before anyone notices water on the floor. Fixtures matter structurally, too. A toilet made before 1994 can use 3.5 to 7 gallons a flush versus 1.28 or less for a current WaterSense model — on a multi-bathroom household, that gap alone can be the difference between sitting comfortably under an indoor budget and tipping into the next rate tier every month. Is fixing this actually worth it financially?
The peer-reviewed answer, at least at a national level, is generally yes. A 2016 study in Environmental Science & Technology by Chini, Schreiber, Barker and Stillwell modeled the water and energy savings from common household retrofits — low-flow fixtures, efficient appliances, water heater upgrades — using a cost-abatement-curve method that weighs the upfront cost against combined water and energy bill savings over time (study on Google Scholar). Their finding: most of the retrofit measures they modeled carried a negative net cost — meaning the combined water and energy savings paid back the investment and then kept saving money, not just water. That's a national average, not a California-specific number, and your payback period depends on your local rate tiers and how far over budget you currently run. But it's consistent with what budget-based tiered rates are designed to reward: the fix isn't free, but it isn't charity either.
What actually moves your number
In order of typical impact for a single-family home: fix any running or leaking toilet first (it's often the single biggest hidden draw), have a plumber check for slab or under-slab leaks if your bill is high but you can't account for it visually — a licensed leak-detection specialist in Los Angeles, or the equivalent search for your own city, is worth the visit before you assume a fixture is to blame — then replace pre-1994 toilets and showerheads with WaterSense-rated models, checking for a rebate first. None of that requires guessing at gallons; a supplier's water budget appears on the bill itself or in the online account portal, and comparing your last few billing cycles against it will tell you within a few minutes whether you're structurally over budget or just had one unusually high month.
The standard drops again in 2030, and utilities will keep tightening budgets to match it between now and then. Getting ahead of a running toilet or a slow leak now is cheaper than discovering it as a rate-tier surprise later.
