Brown or Discolored Tap Water in California: What Causes It and What It Costs to Fix
Turning on the tap to brown, yellow, or rusty water is unsettling, but it's usually not a health emergency — most discoloration is iron and sediment, not contamination. The important first step is figuring out whether the source is inside your home (your pipes or water heater) or outside it (the utility main or your well), because that determines who fixes it and at what cost. The discoloration itself is well understood: research by Sarin, Snoeyink and colleagues on iron release from corroded pipes shows how iron-oxide scales that build up inside aging pipes get dislodged into the water when flow or pressure changes, producing exactly the "red water" homeowners report (study on Google Scholar). Here's how to trace it.
Step 1: hot only, cold only, or both?
This one test narrows the cause fast:
- Discolored hot water only: the water heater is the likely source — sediment and rust stirred up inside the tank, or a corroding tank. See our guides on flushing sediment and the anode rod that protects the tank from rusting. A tank that's rusting internally may be near the end of its life.
- Cold water too, at every faucet: the source is your supply — either your own pipes or the utility side.
Step 2: is it just you, or the neighborhood?
If cold water is discolored, run an outside hose bib or the coldest tap for a few minutes. If it clears, the cause was likely a temporary disturbance in the water main — a hydrant flush, a nearby main break, or repair work stirring up settled sediment. This is usually the utility's doing and clears on its own; check whether neighbors have it too, and call your water provider. A city main issue is not something a plumber fixes.
Step 3: if it's only your house
Discoloration confined to your home, not clearing after running the taps, points to your own plumbing:
- Old galvanized steel pipes rusting from the inside — common in pre-1970s California homes and a known cause of both discoloration and low pressure. This is the classic candidate for pipe replacement.
- A corroding water heater (if it tracked to hot water in step 1).

When to worry about safety
Iron and sediment discoloration is generally an aesthetic problem, not a toxic one.
