Turning the Water Back On in a Vacant House: The Right Order of Operations

You just got the keys to a foreclosure in Riverside or a probate house in Oakland, the water has been off for months, and there's a strong temptation to walk to the sidewalk, turn the main on, and see what happens.

Don't. A vacant house is a system full of unknowns held back by one closed valve, and the failure mode isn't a drip — it's a supply line that let go months ago, a toilet whose fill valve was left open, or a copper stub somebody cut. Water arrives at 50 to 80 psi and finds all of them at once, in an empty house with nobody standing in it. Here's the sequence that prevents that, in the order a careful plumber actually works. If you haven't closed yet, this is also the argument for a plumbing inspection before buying the home: on a vacant property, a dry system hides everything a live one would show you.

Step 1: walk the house before you touch any valve

Check under every sink, behind every toilet, at the washer box, the water heater, and any accessible crawlspace or garage wall. You're looking for missing pipe (a cut copper stub with a bright, clean end is theft, not corrosion — see copper pipe theft in vacant homes and repair cost), split pipe from a freeze at a mountain or high-desert property, and supply lines that are bulging, rusted at the crimp, or older than you can date. Braided stainless supply lines fail at the ferrule without warning and are the most common flood source in a reactivated house; replacing them costs a fraction of one water-damage claim.

Step 2: close every fixture angle stop first

Before the main goes anywhere near open, close the small shutoff under each sink and behind each toilet, plus the laundry valves and the heater's cold inlet. That's the whole trick: it turns one uncontrolled event into a dozen controlled ones you supervise individually.

Expect resistance. Stops that haven't moved in fifteen years seize, and old multi-turn chrome stops often weep at the packing nut or snap off when forced — a budgetable finding, not a disaster (see angle stop replacement cost in California). If one won't close, note that branch as a known open point.

Step 3: open the main slowly, then read the meter with everything shut

Open the main slowly — a quarter turn, wait, another quarter. A fast open sends a surge through dry pipe and can dislodge scale or blow a weak joint. If the valve won't budge, locating and replacing a main shutoff valve comes first: you want a working shutoff before anything goes wrong, not after.

Then go to the street meter with every fixture still closed and watch the low-flow indicator — the small triangle, star or dial that spins on the tiniest flow. It should be dead still. Any movement means water is going somewhere in a house where nothing is on: a stop you missed, a slab leak, a failed line in a wall. Step 4: open fixtures one at a time, cold before hot

Work outward from the meter, opening one stop at a time and standing at that fixture while it fills. Run cold lines through the whole house first, then hot. Brown water and air spitting from aerators is normal on a dry system. Expect at least one surprise. Re-read the meter once everything is closed again.

Step 5: the water heater — never energize an empty tank

This one is a hard rule. Electric heating elements are designed to be submerged; water carries heat off them far better than air does. Energize an element in an empty or partly filled tank and it "dry fires" — manufacturers including Bradford White warn an element can be destroyed in well under a minute, and that the damage is not covered by warranty. Gas units carry their own version: the tank must be full before the burner is lit.

So close the drain valve, open the cold inlet, then open a hot faucet elsewhere in the house and leave it running until the stream is steady and air-free. That confirms the tank is full and purged. Only then restore power or light the burner.

A tank that sat full and cold is a separate problem: sediment has settled hard, the anode worked alone in stagnant water, and the bottom of an old tank is where a pinhole appears the day you bring it back up to temperature. Step 6: refill every P-trap, or the house will smell within days

Every drain holds a small plug of water that blocks sewer gas. Over months of vacancy it evaporates and the drain becomes an open pipe to the sewer — faster in dry inland California than on the coast. Run each fixture for a minute and pour a bucket down every floor drain, including ones you'll never use; for permanently unused drains, a little mineral oil floats on top and slows evaporation. Step 7: flush the whole system before anyone drinks or showers

Most people skip this, and it's the step with real science behind it. Water sitting motionless loses its chlorine or chloramine residual, warms into the range bacteria prefer, and stops being the treated water the utility delivered. A 2020 review in AWWA Water Science by Proctor, Rhoads, Keane, Salehi, Hamilton, Pieper, Cwiertny, Prévost and Whelton, "Considerations for large building water quality after extended stagnation", synthesized that literature and recommends flushing from the point of entry outward — which is why this sequence runs meter-to-fixture rather than the reverse.

How much should you worry? Less than the alarming version, more than zero. A 2023 study in Environmental Science: Water Research & Technology by Dowdell, Greenwald Healy, Joshi and colleagues sampled 26 reduced-occupancy buildings in 11 cities across the US, Canada and Switzerland (DOI 10.1039/D3EW00278K). Legionella pneumophila wasn't everywhere — positives clustered in five buildings that each had identifiable design or operational problems — but the pattern was clear: 78% of culture-positive samples came from water with a disinfectant residual at or below 0.1 mg/L, which is exactly what months of stagnation produce. Fairly, Rhoads and Hammes argued in a 2021 paper in the same journal (DOI 10.1039/D0EW00819B) that the flat claim "stagnation causes Legionella growth" is oversimplified and not uniformly supported. Both are true: don't panic, and do flush.

Practically, scale the CDC's building-reopening guidance to a house: several minutes at each point of use, hot side run until it reaches full temperature, and aerosols kept down by removing aerators and letting water run into the drain rather than standing in a running shower. Set the heater at a temperature that discourages growth without scalding — the trade-off covered in Legionella and water heater temperature in California. ANSI/ASHRAE Standard 188, the standard the CDC points to, is written for large and institutional buildings: the principles transfer to a house, the paperwork doesn't.

Is a pressure test worth it?

If the house sat empty long enough that you can't rule out a hidden failure, yes. A plumber isolates the supply piping, pressurizes it, and watches a gauge: hold means sound, drop means find the leak before you drywall anything or move anyone in. It's the standard move on slab-on-grade where you can't see the pipe, and non-negotiable if the meter moved in step 3. What a reactivation visit typically costs

Broad ranges only, because the variable is what the house does when water hits it:

Two California specifics. Call the utility first: on a long-vacant home the meter may be locked or pulled and the account closed, and service has to be restored in your name before any of this is possible. And book a weekday morning, not a Friday evening — the after-hours multiplier on an emergency callout typically runs 1.5 to 3 times standard rates, which is an expensive way to learn that a supply line under the upstairs bath had been waiting for you.
