Freestanding Tub Filler Installation Cost in California
A freestanding tub is the easy part. The floor-mounted filler next to it is where the budget moves, and homeowners are surprised that the plumber who charges a couple hundred dollars to swap a wall-mounted tub spout quotes four figures for what looks like one pipe out of the floor. Almost all of the difference is buried in the rough-in.
Why the floor-mounted version costs several times the alternatives
Three ways to feed a tub, and they are not equally difficult:
- Deck-mounted — the faucet sits on the tub rim or a surround deck. Supplies come up inside the deck or apron and connections are short. Cheapest to rough in.
- Wall-mounted — supplies run inside the stud bay behind the tub, the way any shower valve does. The wall must be open at rough-in stage, but framing is easy to work in and the valve stays serviceable.
- Floor-mounted (freestanding filler) — supplies come up through the finished floor, in the open, at an exact spot, into a fixture with nothing to lean on. That means penetrating the subfloor or slab, routing hot and cold through a joist bay or trench, and anchoring a mounting plate so a heavy brass column never wobbles.
Typical broad ranges: the fixture runs from a few hundred dollars to $2,000 and up depending on material and finish, simpler fillers in the $200-$800 band. Where a correctly located rough-in exists, installing the trim is often just $150-$300 in labor. The expensive scenario is running new supply lines up through the floor where none existed — typically $400-$900 more on a wood-framed floor, considerably more on slab. All-in with nothing existing, plan roughly $700 to $3,000+ for the filler alone. It deserves its own line in a bathroom remodel plumbing budget, not a lump "fixtures" number.
What the rough-in actually involves
The part you never see is a supply assembly with a mounting plate fastened to the subfloor or, better, to solid blocking between the joists. On a wood-framed floor that means opening the floor from above or the ceiling below, adding lumber between joists as a backer, and running hot and cold up to the plate. Manufacturers commonly want the supplies spaced roughly 6 to 8 inches apart, with the rough-in set at a specific height relative to the finished floor so the trim sits on the tile rather than floating above it.
On a concrete slab there is no joist bay. Supplies come up through a cored or trenched penetration, or the approach changes entirely — some slab jobs favor a wall- or deck-mounted filler precisely because the floor route is so invasive. It is the same category of work as a bathtub replacement that requires moving the drain.
Every buried connection raises the same question: how does anyone service it in ten years? Keep them reachable — from a crawlspace below, or through a purpose-built access panel. If a joint entombed under tile weeps later, the gap between "open the panel" and "demolish the floor" is thousands of dollars. Get the access location in writing before the floor closes.
Locate the rough-in before the tile and the tub go in
The floor penetration is positioned relative to the tub's final resting place, which depends on the tub footprint, the spout reach, and enough clearance — commonly a few inches — between the filler column and the tub wall so the spout clears the rim without splashing. Once the tile is set, that position is permanent.
Fixing it afterward costs out of all proportion to the mistake: pulling and replacing tile (patching runs a few hundred dollars, but matching discontinued tile is often impossible, pushing you toward a whole new floor at $800-$3,500+), re-opening the subfloor or slab, re-running the supplies, re-testing. A two-inch error becomes a four-figure correction. Dry-fit the tub, mark the drain and filler, and pressure-test before anything closes.
The drain side is a separate problem
Freestanding tubs do not share the drain geometry of an alcove tub. The drain sits where the tub says it sits, usually toward the center or one end, and needs its own rough-in with a P-trap below — again joist-bay access or slab work. The tolerance is tight: the rough-in drain center generally has to land within about half an inch of the tub's drain, because an off-center stub can leave no room for the trap. Relocating a tub drain runs $500-$1,500 on a wood-framed floor, $1,000-$3,000+ on slab.
Flow rate, fill time, and what California actually regulates
A lot of online advice gets this wrong. California's mandatory maximum flow rates — Title 20, mirrored in CALGreen 4.303.1 — apply to showerheads (1.8 gpm at 80 psi), residential lavatory faucets (1.2 gpm at 60 psi) and kitchen faucets (1.8 gpm at 60 psi), plus water closets and urinals. Bathtub fillers are not on that list, and sit outside the federal standards too — throttling one would only lengthen the fill without reducing water used. A 50-70 gallon tub with a 4-6 gpm filler fills in roughly 10-15 minutes; a 70-100 gallon soaker wants closer to 6-8 gpm. That is more water per event than a shower: the Water Research Foundation's Residential End Uses of Water, Version 2 (DeOreo, Mayer, Dziegielewski and Kiefer, 2016) found average bathtub use rose from about 1.2 to 1.5 gallons per person per day between its 1999 and 2016 studies, with higher use in homes with young children.
Temperature deserves the same attention, since a high-flow filler delivers hot water fast. Feldman, Schaller, Feldman and McMillon's study "Tap water scald burns in children" (Pediatrics, 1978) found 80% of homes tested delivered bathtub water at 130°F or hotter, and that keeping household water below roughly 125°F prevents these injuries. If small children or older adults use the tub, discuss a thermostatic mixing valve.
"My filler just dribbles" — the supply sizing problem
Freestanding fillers are more sensitive to supply restrictions than ordinary faucets because they ask for several times the flow. If yours fills slowly while the rest of the house seems fine:
- Supply line size. Half-inch is the residential default and suits most fillers, but high-flow models often call for three-quarter-inch supplies. A high-gpm filler fed by a long half-inch run — or by flexible connectors with a smaller internal bore than their fittings suggest — never reaches its rated flow. Most common cause of a disappointing new installation.
- The shutoff valves. Old, seized or undersized angle stops throttle the branch, as does a stop never opened fully.
- A restrictor or aerator. Some fillers ship with one; a clogged aerator is a separate common issue — see low pressure at a single faucet.
- House-wide pressure. If every fixture is weak, the filler is a symptom; check the pressure regulator or supply piping.
Diagnosing this after the floor is finished is far harder than sizing it right at rough-in — one more reason to have the supply size written into the quote.
