Is this a DIY job?

The plumbing side — disconnecting old supply lines, running new flexible supply lines, tightening the mounting nut under the sink — is within reach for a confident DIYer using the same tools and steps as any faucet and sink repair job. That does not mean a touchless kitchen faucet is a health hazard in an actively used home — the hospital findings are specific to high-stakes immunocompromised-patient settings, and a kitchen sink used multiple times a day does not sit stagnant for hours the way an underused hospital utility faucet can. But the underlying mechanism — more internal hardware, more stagnant dead-leg volume, faster chlorine decay when water sits — is exactly the profile of a vacation home, guest cottage, or ADU kitchen that goes unused for weeks at a time.
