Most drinking-water contaminants homeowners hear about — lead, PFAS, arsenic, nitrate — are regulated at the federal level, with California sometimes setting a tighter limit. 1,2,3-trichloropropane, almost always shortened to TCP or 1,2,3-TCP, is different: there is no federal drinking water standard for it at all. California adopted its own Maximum Contaminant Level (MCL) of 5 parts per trillion (0.005 micrograms per liter) in December 2017 — the only enforceable TCP standard anywhere in the country. Where TCP actually comes from

TCP isn't an industrial spill in the usual sense. From roughly the 1950s through the 1980s, it was an inactive ingredient — a manufacturing byproduct, not the active pesticide itself — in soil fumigants applied to orchards and vineyards across the Central Valley to control nematodes before planting. Those fumigant products were phased out decades ago, but TCP is a stable, slow-moving compound: once it reached groundwater, it stayed there. A 2019 study by researchers at the U.S. Geological Survey and the Central Valley Regional Water Quality Control Board, published in Science of the Total Environment, mapped where and why TCP shows up in California groundwater and found it concentrated in young, shallow groundwater beneath land that was historically farmed as orchards or vineyards, with detections above the state MCL in a substantial share of San Joaquin Valley wells sampled (study on Google Scholar). In plain terms: decades-old farming, not a recent leak, is why the chemical is in the water today, and the geography of the contamination still lines up with where those orchards and vineyards once stood.

Who is actually affected

TCP detections are heavily concentrated in the Central Valley — the areas around Fresno, Bakersfield, Visalia, Tulare, and Modesto sit inside or near the region where the original fumigant use was heaviest. Two groups should pay attention:

Homeowners outside the Central Valley, or anyone on a coastal or Bay Area water system drawing mostly from surface reservoirs, are very unlikely to have a TCP issue — this is a specific, geography-driven contaminant, not a statewide one, which is part of why it took California adopting its own rule to address it.

How to know if it's in your water

If you're on a public water system, check your utility's annual Consumer Confidence Report (sometimes called a water quality report) for a TCP line item — utilities that have detected it above the notification level are required to disclose it. If you're on a private well, TCP isn't part of a basic bacteria-and-nitrate panel; it requires a specific lab test, typically $100–$250 as an add-on to a broader well water panel, since a standalone TCP test isn't usually offered on its own. A county health department or certified environmental lab can point you to a state-certified lab that runs it.

What removing it costs

The EPA and California's Division of Drinking Water both point to granular activated carbon (GAC) as the standard, proven treatment for TCP — the same filtration media used against many other organic contaminants, including some of what a whole-house water filtration system already removes.

On the municipal side, utilities facing a TCP exceedance are typically looking at a much larger capital project — a dedicated GAC treatment plant, a new wellhead treatment system, or blending with a cleaner source — which is part of why several TCP-related lawsuits against fumigant manufacturers have specifically targeted the cost of building that infrastructure, separate from what an individual homeowner pays for a household filter.

Why California, and why now

TCP was flagged as a health concern well before the 2017 MCL — California's Office of Environmental Health Hazard Assessment set a non-enforceable public health goal for it back in 2009, based on its classification as a probable human carcinogen. It took years of additional monitoring data, largely from California's own GAMA groundwater program and USGS research, before the state moved from a health goal to an enforceable limit. No other state has followed with its own MCL, and there's no federal standard on the horizon, which is why TCP remains a distinctly California issue — most national guides to drinking water contaminants don't mention it at all, even though it affects real households in the Central Valley today.

What to actually do

If you're on a private well in the Central Valley, especially on or near land that was historically an orchard or vineyard, add TCP to your next well testing round rather than waiting for a symptom — like arsenic or nitrate, it has no taste, smell, or color at the concentrations that matter. If a test comes back elevated, a licensed plumber or water treatment specialist can size a GAC or RO system to your household's actual usage; the wrong system, or one sized for a different contaminant, won't reliably bring TCP under the state limit.
