Perchlorate in California Tap Water: Where It Shows Up and How to Filter It
Most water-quality guides on this site cover contaminants tied to geology (arsenic, nitrate, hard water) or to modern industrial chemistry (PFAS, 1,4-dioxane). Perchlorate is a different kind of story: it's a legacy of Cold War-era rocket fuel and munitions manufacturing, it's concentrated in a handful of specific California regions rather than spread evenly across the state, and — unusually — California has regulated it far longer and far more strictly than the federal government. What perchlorate is and how it gets into groundwater
Perchlorate is a salt used as an oxidizer in solid rocket propellant, munitions, fireworks, flares, and some fertilizers. It's extremely soluble and stable in water, which means once it reaches an aquifer it doesn't break down or settle out — it just spreads with the groundwater flow, sometimes for miles and over decades. Most California detections trace back to a specific source rather than diffuse contamination: former aerospace and defense manufacturing and testing sites, munitions disposal, or the burning of confiscated fireworks by fire departments.
Where it concentrates in California
Two regions account for most of the state's documented perchlorate history:
- The San Gabriel Valley, where decades of aerospace and rocket-propellant manufacturing — including former Aerojet operations near Azusa — contributed to the perchlorate plume within the larger San Gabriel Valley Superfund site's Baldwin Park Operable Unit, affecting groundwater serving communities from El Monte to West Covina.
- The Rialto-Colton area of San Bernardino County, where a former fireworks and munitions site contaminated groundwater badly enough that more than a dozen municipal supply wells were pulled from service in the 2000s, creating a genuine water-supply shortage for the area around Rialto and San Bernardino.
- The Sacramento area near Rancho Cordova, tied to a separate Aerojet manufacturing legacy site, has its own documented groundwater perchlorate history affecting parts of the region around Rancho Cordova.
None of this means a home outside these specific areas is likely to have a perchlorate problem — unlike hard water or chlorine taste, this isn't a statewide baseline issue. But if you're in or near one of these regions, or you draw from a private well anywhere agricultural fertilizer use or historic industrial activity is nearby, it's worth checking specifically rather than assuming your water is clean of it.
Why it matters: thyroid function
Perchlorate's health concern is specific and well-characterized: it competes with iodide for uptake by the thyroid gland, which can interfere with thyroid hormone production. Thyroid hormones regulate metabolism and are critical for fetal and infant brain development, which is why pregnant women, infants, and people with existing thyroid conditions are considered the most sensitive groups. A 2020 review in the Journal of Thyroid Research laid out the mechanism and evidence base for this iodide-uptake interference across multiple exposure studies, reinforcing why regulators single perchlorate out for its own standard rather than folding it into general "emerging contaminant" guidance (Orathel, 2020, Journal of Thyroid Research on Google Scholar).
California's rule vs. the brand-new federal one
This is the part that surprises most homeowners: California has had an enforceable Maximum Contaminant Level (MCL) for perchlorate of 6 parts per billion since October 2007. The federal government, by contrast, had no drinking water standard for perchlorate at all until January 6, 2026, when the EPA — under a D.C. Circuit court order — proposed the first-ever National Primary Drinking Water Regulation for it, floating a Maximum Contaminant Level Goal of 0.02 mg/L and MCL options ranging from 0.02 to 0.08 mg/L (20 to 80 ppb). Every one of those proposed federal options is three to more than ten times looser than California's existing state limit. The comment period closed in March 2026 and a final federal rule isn't expected until 2027, with compliance not required until years after that — so for the foreseeable future, California's stricter state standard is what actually protects your tap, not whatever the EPA eventually settles on.
How to find out if it's in your water
If you're on a public water system, your utility's annual Consumer Confidence Report (sometimes called a water quality report) lists every regulated contaminant it tested for, including perchlorate if it's been detected anywhere in the system's history — most utilities post it on their website, or you can call and ask directly. What actually removes it
This is where perchlorate behaves differently from contaminants like chlorine taste or sediment: a standard activated-carbon filter — the kind in most refrigerator filters, pitcher filters, and basic whole-house carbon systems — does not reliably remove perchlorate. It's a small, highly soluble anion that doesn't adsorb well to carbon media. Two treatment approaches actually work:
- Reverse osmosis — the semi-permeable membrane rejects perchlorate along with most other dissolved ions, with removal rates commonly cited around 95%. - Perchlorate-selective ion exchange resin — the technology municipal utilities generally rely on, and the EPA's own guidance names it as the most proven perchlorate treatment method.
