Orphaned Water Heater: What Happens to Your Flue When the Furnace Goes Electric

Here is a scenario playing out in California garages and utility closets every week right now. A homeowner replaces an old gas furnace with a heat pump, or with a high-efficiency condensing furnace that vents through the wall in PVC. Good decision, done properly, permit pulled. Except the gas water heater was sharing that old flue — and now it's the only thing left on a vent that was sized for two appliances. In the trade this is called an orphaned water heater, and it is one of the few plumbing problems that can quietly become a carbon monoxide problem.

Why an oversized flue is worse than it sounds

A standard atmospheric gas water heater — the kind with a draft hood, the mushroom-shaped cap where the flue meets the tank — is what the codes call a Category I appliance. It has no fan. It relies on hot exhaust being buoyant enough to rise on its own, and it vents at negative pressure. Two things have to stay true for that to work: the flue gases have to keep moving, and they have to stay hot enough to remain above their dew point.

Remove the furnace and both assumptions break at once. The water heater fires intermittently for short cycles, producing a fraction of the exhaust volume the flue was sized around. That small amount of gas spreads into a large, cold cavity — often a tall masonry chimney on an exterior wall, or an oversized B-vent running to the roof — loses heat fast, and condenses. The condensate is acidic. Over a few winters it eats mortar joints and clay liner, and in the meantime the cold, heavy column of air in the chimney fights the draft the water heater is trying to establish.

The failure you actually notice is spillage: combustion products rolling out of the draft hood into the room instead of going up the vent. Sometimes you smell it. Sometimes there's rust or white staining around the top of the tank, or moisture on the vent connector. Sometimes there is no clue at all, which is the reason this is treated as a safety issue rather than a maintenance one. The CDC attributes roughly 450 deaths a year in the United States to unintentional carbon monoxide poisoning unrelated to fires, with malfunctioning or improperly vented fuel-burning appliances a leading source.

The mechanism, measured

Depressurization is the other half of the story. Bath fans, a clothes dryer, a range hood and a central air handler all pull air out of the space around the appliance, and a natural-draft water heater has very little draft to spare. A 1996 study by Nagda and colleagues in the Journal of the Air & Waste Management Association measured houses under combinations of exhaust-fan and fireplace operation and found average depressurization of roughly 3 to 8 pascals — enough to interfere with natural draft and push combustion products back into the living space (study on Google Scholar). Later work by Rapp, Singer and Wray at Lawrence Berkeley National Laboratory, published in HVAC&R Research in 2013, modelled when natural-draft water heaters and furnaces will actually backdraft and found the outcome depends heavily on weather and on how much the house is depressurized — which is exactly why this cannot be judged by eye (study on Google Scholar).

Worth knowing for California specifically: a 2020 study by Singer and colleagues in Indoor Air monitored 70 newer California homes and found that mechanical ventilation fans were actually running in only about a quarter of them at the first visit (study on Google Scholar). Equipment being installed is not the same as equipment being used — a useful caution for anyone assuming their house "breathes fine."

What the codes require when an appliance is removed

The fuel gas codes are explicit that disconnecting one appliance from a shared vent is itself a venting alteration. The model language requires that when an appliance is permanently disconnected from an existing chimney or vent, the chimney or vent be resized as necessary to control flue gas condensation and to provide the remaining appliance with the required draft, and that any abandoned opening in the chimney be closed by an approved method.

California doesn't adopt that model code directly — it uses the California Mechanical Code (Title 24, Part 4), whose Chapter 8 covers chimneys and vents and carries the same substantive rules, including the requirement to examine a chimney passageway for obstructions before connecting a vent connector to it. On the plumbing side, California Plumbing Code section 503.1 requires the vent inspection to happen after installation and before the vent is covered or concealed. In practice: a furnace or water heater change-out is permitted work, and the vent is part of what the inspector signs off on. The federal Building America program is blunter than the codes. Its gas furnace replacement checklist states that if installing a direct-vent furnace leaves an orphaned gas water heater on a chimney that may no longer draft adequately, the contractor must inform the homeowner of the remediation needed — a chimney liner, typically — and must seal the vacated hole in the chimney wall.

The test that should happen before anyone leaves

There is a codified spillage test, and it takes about ten minutes. Close exterior doors and windows, put the appliance in operation, and check for spillage at the draft hood relief opening after five minutes of main burner operation. Then repeat with every gas appliance in the house firing at full input, then again with the air handler running, and with interior doors both open and closed. Restore everything, and notify the owner if the venting or combustion air needs modification.

The building-performance version goes further. Under the BPI standard practice, a technician establishes worst case by running the dryer and all exhaust fans and closing the interior doors that make the appliance zone most negative, then measures the pressure difference to outside, tests for spillage at the draft diverter, and takes a carbon monoxide reading in the flue. Ambient CO at or above 70 ppm means stop the test, get everyone out, and call emergency services from outside. If a contractor replaces your furnace and does none of this, ask why. What the fixes cost

Four realistic paths, with broad typical ranges — every one of these is jurisdiction- and house-dependent, so treat them as planning numbers, not quotes:

For comparison, a like-for-like standard atmospheric gas tank replacement runs roughly $1,200–$3,200 installed in California, and venting corrections often show up as a $200–$600 line item on that kind of job. If a quote to replace your water heater says nothing at all about the vent and the furnace was recently changed, that silence is the thing to question.

How to tell whether this applies to you

Go look at the water heater. If you see a metal vent pipe rising from the draft hood and joining — or once joined — a second, larger duct heading to a chimney or roof, and the furnace that used to share it is gone or now vents in white plastic through the wall, you have an orphaned water heater. Then check for the tells: a capped or open hole in the chimney where the furnace connector used to be, rust or white powdery staining at the top of the tank, moisture on the vent connector, or a persistent faint exhaust smell in the garage.
