A technician from PG&E, SoCalGas, or SDG&E — often on site for an unrelated meter or leak call — inspects the water heater, finds a safety problem, shuts off gas to the appliance, and hangs a tag stating it cannot legally be turned back on until the issue is corrected. What triggers a red tag

Utility technicians tag gas appliances for conditions that risk fire, explosion, or carbon monoxide exposure. The most common on water heaters:

• Flue and venting problems — disconnected, corroded, back-pitched, or improperly sized vent pipes that can spill combustion gases into the home instead of carrying them outside.

• Evidence of backdrafting or CO — melted grommets, soot, scorch marks around the draft hood, or an actual CO reading.
• Illegal installation — missing seismic straps, an unpermitted closet or bedroom installation without required combustion air, or a unit sitting directly on a garage floor without the required elevation for older standing-pilot models.

The carbon monoxide risk behind these rules is not theoretical. Warning tag vs. shutoff: read the tag

Utilities generally use a tiered system. A lower-level tag documents a condition that must be corrected but leaves the appliance running; a true red tag means the technician has closed the appliance gas valve — and sometimes installed a lock — and relighting it before repair is both dangerous and a violation of the utility's service terms. The tag lists the specific defect. Keep it: your plumber needs that exact wording, and the utility may want to re-inspect against it.

• Vent repair or replacement: $200–$800 — re-securing sections, correcting slope, replacing corroded single-wall pipe with double-wall.
• Gas flex connector or sediment trap: $100–$300 — quick fixes when the leak is at the appliance connection.

What to do, in order

• Don't relight it. Bypassing a red tag risks CO exposure and can void homeowner's insurance coverage for a resulting incident.
• Photograph the tag and the cited defect, then get quotes against that specific repair rather than a generic "water heater problem."
