Asbestos-Cement (Transite) Pipe in California: Risk, Testing, Cost

If your house, ranch or irrigation system dates from between roughly 1945 and 1980, there is a reasonable chance some of the buried pipe on your property is asbestos-cement — usually called AC pipe, or by its best-known brand name, Transite. It is the legacy piping material most homeowners have never heard of, and the one that generates the most confused advice when a contractor digs it up mid-job. Here is how to recognize it, what the research actually shows, and what dealing with it costs in California.

What AC pipe is and why it is everywhere

Asbestos-cement pipe is exactly what the name says: Portland cement reinforced with asbestos fibers, typically chrysotile, at roughly 15 to 25 percent of the material — the fibers doing the job steel does in reinforced concrete, giving a cheap, non-corroding pipe that needed no heavy equipment to handle.

Utilities installed it across the United States from the 1940s through the 1970s, peaking in the 1950s and 60s. Surveys by the American Water Works Association and estimates from the US EPA put AC at roughly 15 to 20 percent of the country's water distribution mains — an enormous installed base still in service. US manufacture ended around 1980, but nothing required existing pipe to come out, so California's postwar suburbs, farm districts and small water systems still run on plenty of it.

Most AC pipe belongs to the utility, not to you. Four situations put it on your side of the meter:

How to identify it without breaking it

The signature is distinctive. AC pipe is light gray to off-white, the color of cured cement rather than any plastic. The wall is noticeably thick — far thicker than PVC of the same diameter — and the material is hard, brittle and slightly chalky. Joints are push-on couplings: a short sleeve of the same gray material with two rubber rings, not a glued bell or a threaded fitting. Standard lengths were long, commonly around 13 feet. And because it contains no metal, a metal detector or standard locator will not find it, which is exactly why backhoes find it first.

Visual identification is a strong indicator, not proof — non-asbestos cement pipe exists, and a lab test is what settles it before regulated work starts.

Swallowed fibers versus inhaled dust

This distinction is what the whole subject turns on. Asbestos is a well-established inhalation hazard; the evidence for harm from ingesting fibers in drinking water is far weaker and much less settled.

The US EPA regulates asbestos in drinking water with a Maximum Contaminant Level of 7 million fibers per liter, counting fibers longer than 10 micrometers — in effect since 1992, and carried at the same value in California's drinking water regulations. Notably, EPA's health-based goal (the MCLG) sits at that same 7 MFL rather than at zero, which is unusual for a known carcinogen and reflects how uncertain the ingestion pathway is.

The current synthesis is a 2024 systematic review in Critical Reviews in Toxicology by Go, Farhat, Leingartner, Insel, Momoli, Carrier and Krewski. Pooling 17 human studies plus animal and in vitro evidence, it concluded the available evidence is insufficient to establish a clear link between asbestos in drinking water and adverse health effects, while noting an unconfirmed signal for stomach cancer in males (study on Google Scholar). California has a historical footnote: a 1980 American Journal of Epidemiology study by Kanarek, Conforti, Jackson, Cooper and Murchio compared chrysotile counts in the water of 722 San Francisco–Oakland census tracts against cancer incidence and found significant associations at several sites (study on Google Scholar). It is an ecological study — it compares areas, not people — and those fibers came from naturally occurring serpentine rock, not pipe.

The real hazard is dry dust, and California regulates it

Where the risk becomes undisputed is airborne fiber release during work: cutting, grinding, snapping or breaking AC pipe dry. Intact buried pipe is not friable; pipe sawn with an abrasive blade in open air is.

Cal/OSHA's asbestos standard (Title 8, Section 1529) governs the work: a permissible exposure limit of 0.1 fibers per cubic centimeter over eight hours, mandatory wet methods, and restrictions on dry cutting and abrading. The Contractors State License Board issues a C-22 Asbestos Abatement classification, and above the regulatory threshold the contractor must also be registered with Cal/OSHA's Division of Occupational Safety and Health; below it, 40-hour training plus a filed "Report of Use" and worksite notification still apply.

Your local air district is the second regulator. Notification duties flow from the federal asbestos NESHAP, triggered at 260 linear feet of regulated material, but practice varies district by district — in the South Coast AQMD, excavating and removing AC pipe is typically handled under an approved "Procedure 5" plan prepared by a California Certified Asbestos Consultant, with roughly a two-week notification window. Do not assume a neighboring district works the same way. On disposal, California's DTSC has said intact, non-friable transite pipe is not automatically a hazardous waste, though it can still be regulated by the air district and the landfill.

Why AC pipe fails

AC does not corrode the way iron does, but it degrades. Calcium leaches out of the hydrated cement, the wall softens from the inside, and the pipe becomes prone to sudden breaks and blowouts. Soft, low-alkalinity or otherwise aggressive water accelerates this; hard water tends to lay down a protective calcite scale, which is why the same pipe ages well in one district and fails in another — our California hard water guide covers that chemistry.

A 2022 Chemosphere study by Zavašnik, Šestan and Škapin examined an AC main after 56 years carrying high-hardness water and found calcium leaching still dominated over protective scaling, softening the wall, releasing fibers and costing hydraulic capacity (study on Google Scholar). The practical takeaway: repeated unexplained breaks on an old buried line are the signal to plan replacement rather than keep patching.

These are broad typical ranges, not quotes. The biggest swing factor is whether the old AC has to come out at all — abandoning in place and running new pipe alongside often costs less than removal and disposal, so ask every bidder to price both.

Who to call

For the new water line: a licensed C-36 plumbing contractor. If the AC has to be cut, removed or disposed of above the regulatory thresholds, that scope belongs to a DOSH-registered contractor holding the C-22 classification, with a Certified Asbestos Consultant preparing the plan on larger jobs.
