Water Heater Insulation Blankets in California: Do They Help, and Are They Safe?
A water heater tank sitting at 120°F in a 65°F garage is losing heat around the clock, whether anyone runs the hot water or not — that's "standby loss," and on an older tank it's the reason the burner or element kicks on even when nobody's home. An insulation blanket is one of the cheapest fixes available for it, and one of the most commonly botched, because the same wrap that saves money on an electric tank can create a real hazard on a gas one if it goes on in the wrong place. What a water heater blanket actually does
The tank itself is already insulated from the factory — anywhere from about R-6 on decades-old units to R-16 or higher on current high-efficiency models — but a lot of California's housing stock still has tanks installed 10, 15, even 20+ years ago with much thinner factory insulation than what's built into today's units. An insulation blanket is an external wrap, typically fiberglass batting inside a reflective vinyl shell, that adds a second insulating layer around the outside of the tank. The U.S. Department of Energy recommends a blanket rated at least R-8, and ideally R-11 or higher, on any tank whose combined insulation (factory plus blanket) comes in under about R-24. If your water heater is only a few years old and already carries thick factory insulation, a blanket adds little; on an old, thin-walled tank, it can measurably matter.
Does it actually save money?
The Department of Energy's own guidance puts the savings from adding a blanket to an under-insulated tank at roughly 25–45% reduction in standby heat loss specifically, translating to about 4–9% off total water heating costs — with payback on the blanket itself typically inside a year. That range lines up with independent field research: a Lawrence Berkeley National Laboratory analysis of gas water heater energy losses by Peter Biermayer and Jim Lutz found that standby losses account for a meaningful share of a tank-style gas water heater's total energy consumption over its life, and that insulation improvements — factory or retrofit — are one of the few interventions that reduce that loss without touching the burner or controls (study on Google Scholar). In practical terms: a blanket on a modern, well-insulated tank is close to a wash, but on an older tank sitting in an unconditioned garage — common across California, where garages routinely double as the water heater closet — it's one of the better dollar-for-effort upgrades available short of full replacement.
The safety rules that actually matter
This is where most DIY installs go wrong, and it's specific to fuel type:
- Never cover the top of a gas water heater. The draft diverter or flue collar at the top needs to stay completely clear so combustion exhaust can vent properly — blocking it risks backdrafting carbon monoxide into the room instead of up the flue.
- Keep the blanket clear of the burner access panel and combustion air openings at the bottom of a gas unit. The burner needs a steady supply of room air to combust cleanly; smother that intake and you get incomplete combustion.
- Never cover the temperature-and-pressure relief (T&P) valve or its discharge pipe, on gas or electric units. That valve is the last line of defense against a tank over-pressurizing — it has to stay visible and unobstructed, and the blanket needs a cutout around it, not fabric pressed over it.
- Leave the thermostat and any control panel accessible and uncovered so it can be read and adjusted without unwrapping the tank.
- Maintain manufacturer-specified clearance — commonly a minimum of several inches — around the draft diverter and burner compartment on gas units specifically; electric units carry far fewer restrictions since there's no combustion or venting to protect.
Because of that gas-specific risk, DOE guidance and most water heater manufacturers explicitly recommend following the manufacturer's own instructions or getting professional help for a gas unit rather than free-handing a wrap-and-tape job. Electric tanks carry essentially none of that risk — no flame, no flue, no combustion air to protect — which is why a blanket on an electric water heater is a genuinely simple, low-stakes DIY project in a way a gas one isn't.
When a blanket isn't worth it — or isn't allowed
A few situations where wrapping the tank doesn't make sense:
- The tank is already well insulated. Most water heaters sold in the last decade carry enough factory insulation that DOE's own guidance says a blanket adds little measurable benefit — check the tank's insulation R-value on its rating label before buying one.
- The unit is tankless. There's no standby loss to reduce on a tankless water heater — it only heats water on demand, so an insulation blanket is irrelevant to that design.
- Some manufacturers void the warranty if an aftermarket blanket is added to certain models, particularly units with sealed combustion or power venting — check the owner's manual before wrapping a unit still under warranty.
