Water Heater Dip Tube Failure: Why Water Turns Lukewarm With a Full Tank (Cost to Fix in California)
A full tank of hot water that still comes out lukewarm is one of the more confusing water heater complaints, because every obvious explanation is wrong: the pilot is lit, the breaker is on, the tank is the right size, and yet a five-minute shower turns cool. What a dip tube actually does
Inside every tank-style water heater, incoming cold water does not just dump into the top of the tank — it travels down a plastic dip tube that carries it to the bottom, below the hot water your fixtures draw from the top. When the dip tube cracks, splits or breaks off entirely, incoming cold water dumps near the top of the tank instead — mixing directly into the hot water on its way out to your shower or faucet.

How to tell it is the dip tube, not something else
Three symptoms point specifically at a failed dip tube rather than a more expensive problem:

Why this became a known industry problem
Dip tube failure is not just wear and tear on some units — it is a documented manufacturing defect from a specific era. Water heaters built roughly between 1993 and 1996 by most major US manufacturers used a polypropylene dip tube material that degraded and broke apart inside the tank, clogging faucets and appliances across the country; the issue was serious enough to produce a nationwide class-action settlement that reimbursed homeowners for replacement and plumbing flushes. Water heaters made since the late 1990s use more durable dip tube materials, so a fresh failure today is more often ordinary long-term degradation from years of hot-water flow and mineral exposure than a repeat of that specific defect — but the underlying physics of "broken tube, lukewarm water" is identical either way.
